REQUEST FOR PROPOSALS (RFP)

REFERENCE NUMBER: PAUSTI/Admin/Insurance/001/2026

TITLE: Tender for Provision of Medical Insurance Cover for International Students of PAUSTI

1. The Pan African University Institute for Basic Sciences, Technology and Innovation (PAUSTI) intends to contract a medical insurance service provider to provide comprehensive medical insurance coverage for PAUSTI international students.
2. The overall objective of the Tender is to identify and select a medical insurance provider best suited to the needs and international character of PAUSTI students.
3. The specific objectives are to achieve, for PAUSTI students, a medical insurance cover with the following attributes:
   • International students coverage
   • Value for money
   • Cost efficiency
4. Proposals shall be evaluated in accordance with the criteria contained in the Terms of Reference (TOR) uploaded on the PAU website. 
5. The RFP, including Terms of Reference defining the minimum technical requirements for the services, can be downloaded free of charge from the PAU website 
6. For any technical queries related to the Terms of Reference, kindly contact the Procurement Unit via email: paustibids@jkuat.ac.ke. All queries must be made in writing at least seven days before the deadline. Bidders wishing to receive clarifications should register using the above address.

Submission of Proposals

• Technical and Financial Proposals bearing the subject: “Tender for the Provision of Medical Insurance Cover for International Students of PAUSTI”

Must be submitted electronically to: paustibids@jkuat.ac.ke  Copy to: proc.pausti@jkuat.ac.ke

• Format: Two-envelope system (Technical Proposal & Financial Proposal).
  • Financial Proposal must be password-protected and opened only if the Technical Proposal attains ≥70% score.
• Deadline: 5^th June 2026 at 17:00 Hours Nairobi Time (GMT+3)
• NB: Physical submission of proposals will not be accepted.
